SH-16, I-84 System IC and Franklin Road

For the work of improvements on SH-16 from 1-84 to Franklin Rd, including free flowing ramps at I-84, and a new bridge over franklin Rd for a total of 6 bridges. It also includes franklin Rd resurfacing the pavement along I-84 between the Garrity Interchange and the Ten Mile Interchange.
